This is not a problem with the louvers or the fan, but instead are classic symptoms of back pressure from not having enough attic ventilation.

This is a reply to Bob's post and a recomendation for Suburbanfan. They helped me size my attic and house for a whole house fan. I bought one and installed it myself.
I had a couple questions with the wiring and they stepped me through it.

I had a whole house fan installed when my house was built. It looks a lot like the one in your article with louvers that passively open with the air flow. Unfortunately unless the fan is operated at maximum speed, the louvers don't open fully and vibrate. I usually prop them open with a couple of pieces of styrofoam. Why doesn't anyone make an electrically powered louver you can just put in place of the passive louver, and that flips open before the fan starts? You have power up there anyway...shouldn't be that difficult to wire it. Thanks!
